About the Department

Institute for Transportation and Research Education (ITRE) is a research center administered by North Carolina State University. Located within the University’s visionary Centennial Campus, ITRE conducts surface, water, and air transportation research, while providing professional training and educational opportunities. The Institute serves all 16 statewide campuses in the University of North Carolina (UNC) system and partners with transportation professionals around the globe.

The University of North Carolina, Office of the President, designated ITRE in a Memorandum of Understanding to work in partnership with the Technical University of Lisbon in the area of Transportation and Environment. ITRE became a member of the North Carolina Transportation Consortium in 2002, and was the lead institute for the Southeastern Transportation Center (a USDOT University Transportation Center) from 1989-1995.

ITRE is a university-based institute committed to leadership in the study of surface and air transportation issues through fostering analytical thinking, integrating technology in education and research, serving as a catalyst for problem solving, and cultivating professionals and students dedicated to excellence in transportation.

Essential Job Duties

The School Planning and Transportation group supports Local Education Authorities (LEAs) in school bus routing and boundary/facility planning. The transportation team is primarily funded with an annual contract from the North Carolina Department of Public Instruction while the boundary and facility planning activities are funded by individual contracts with LEAs.

The overall vision for this position is to develop a leading state and national public pre-kindergarten to 12th grade school consulting program that combines transportation, land use, and community needs and is based on current best practices and quality research. The primary function of this position is to develop a research and public sector consulting program designed to assist LEAs with comprehensive planning, alternatives development, impact analysis, and implementation of school facility development and boundary planning that is sensitive to local community needs and school transportation concerns. The successful individual will develop quality, trusting relationships with LEA leadership and staff, school board members, community partners, local elected officials, industry advocacy groups, and the research community.

The person in this position is expected to foster relationships with these key stakeholders and leverage these relationships to acquire future funding to sustain and grow the program, all while providing excellent service to existing partners.

The position will be a Principal Investigator on sponsored projects responsible for fiscal, programmatic and administration oversight of those projects. As PI, this position will be responsible for finding and creating funding opportunities; preparing local, state and national proposals; developing, coordinating and monitoring project budgets; managing research staff including co-investigators, post-doctoral trainees, and students; and ensuring all project deliverables and deadlines are met.

Minimum Education and Experience

  • Relevant Ph.D degree (or relevant terminal degree) in Planning, Public Administration, Public Policy, Geography, or related field, or relevant Master’s degree with at least 5 years of formal post-degree professional work experience. In rare instances, an individual with a comparable professional experience but less than a master’s degree, plus 8 years of exceptional relevant professional experience. Prior experience with transit is expected.

  • Ability to work with large datasets (>50,000 records)
  • Proficiency with Microsoft Excel, Access, Word, and PowerPoint
  • Ability to work independently
  • Ability to communicate well with project team members and project clients
  • Excellent presentation skills

Preferred Qualifications

  • Experience in school facility planning and operations and transportation planning and operations
  • National leadership role in school planning transportation advocacy and/or research groups
  • Proficiency with Microsoft Access, other database software, and/or computer programming
  • Working understanding of Geographic Information Systems
  • Statistical analysis skills for tabular and/or spatial statistics
  • Experience working with dozens of stakeholders
  • Experience making presentations to elected officials
