Do you want to be part of a physical security specialist team relied upon for compliance matters pertaining to large capital construction projects as well as the maintenance, modification, and accreditation of APL’s current SCIFs/SAPFs?

If so, we 're looking for someone like you to join our team at APL.

We are seeking a Physical Security Specialist to help us in the development and management of the lab 's SCIFs/SAPFs.

As a Physical Security Specialist...

  • Your primary responsibility will be to provide oversight of the design, construction and refurbishing of the Laboratory 's SCIFs/SAPFs. Assist with facility accreditations to include, but not limited to, the completion of Fixed Facility Checklists (FFCs) and TEMPEST checklists in order to obtain and maintain government approvals for the use of these facilities. Function as part of a team of physical security, computing network planners, and facilities management subject matter experts executing physical security requirements as outlined in Intelligence Community Directives (ICDs), SAP Manual Vols. I-IV, and applicable regulations (including Laboratory policies). Assist the Security Services Department (SECD) Space Allocation Manager for SCIFs/SAPFs in determining feasibility and strategies for obtaining facility accreditations, and recommending modifications which may be required by the incoming Cognizant Security Authority (CSA) in order to obtain a new accreditation or Transfer of Cognizance (COG).
  • You will work closely with the Lab 's facilities management representatives, contractors, and subcontractors to provide options/solutions regarding construction materials, design/installation techniques, and construction lifecycle issues that impact the construction of SCIFs/SAPFs. Review architectural drawings to ensure security compliance and ensure they accurately reflect the as-built facility parameters. Coordinate with government Special and/or Program Security Representatives and Laboratory Security Professionals. Perform simultaneous physical security coordination for multiple programs and projects.
  • You will assist in the review, development, standardization and implementation of physical security plans/procedures that are applicable to all Laboratory SCIFs/SAPFs. Ensure facilities comply with contractual requirements by teaming with the CSSO, ISSM, CPSOs, SSRs, and SECD leadership. Assist with ensuring appropriate accreditations are obtained/maintained /updated/renewed for designated facilities and systems through coordination with applicable security professionals.
  • You will interface with Laboratory and contractor design teams to develop and review facility sketches & schematics, and provide construction requirements/guidelines to design teams to ensure ICD 705 standards and emerging Sponsor requirements are appropriately applied during construction.
  • You will assist other physical security/CPSO/SSR teams as appropriate in the completion of annual self-inspections, including but not limited to above ceiling SCIFs/SAPFs inspections.
  • Initiate and follow-up on the entry and tracking of plant facility work requests pertaining to construction/modification requirements.

Qualifications

You meet our minimum qualifications for the job if you...

  • Possess a Bachelor 's Degree or 5+ years of relevant experience in security, engineering, construction management, business management or similar fields.
  • Possess at least 5+ years of professional security experience with an emphasis on physical security.
  • Possess knowledge of physical security governing guidelines such as the ICD705 and Tech Specs, and DODM 5205.07, Vol 3 SAP Physical Security.
  • Possess at least 3+ years of relevant experience in construction planning and design to include facility programming/planning, developing/reviewing construction drawings and specifications, coordinating/reviewing work of architectural and engineering professionals.
  • AutoCAD and Bluebeam Cloud software application proficiency.
  • Ability to work under minimal supervision, to self-initiate activities and work within timelines.  Are willing and able to work in SCIFs/SAPFs daily and working on construction sites.
  • Hold an active Top Secret level security clearance and can ultimately obtain a TS/SCI+poly level security clearance, if required. If selected, you will be subject to a government security investigation and must meet the requirements for access to special access programs. Eligibility requirements include U.S. citizenship.

  • Possess a Master's Degree in engineering, business, management or similar field.  Understanding of DoD organizational structures.
  • Experience in the application of international building, life safety, and ADA codes.
  • Experience working in a matrixed organization with reporting responsibilities to multiple sponsors/authorities.
  • In-depth technical infrastructure experience supporting federal government customers and facilities.
  • In-depth knowledge of project and space management software tools to include MSProject, MAXIMO Work Order System, AutoCAD, and Tririga.

The referenced pay range is based on JHU APL’s good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. $90,000 Annually

Maximum Rate

$230,000 Annually
